Umm actually, anyone can wear red lipstick IF they find their right shade and know how to balance it out correctly with their other makeup/accessories.
How do I know? My mom studied makeup, I grew up in makeup stores, an entire section of my school is devoted to beauty studies.
I say, if you want to wear red lipstick, go for it! Just be very discerning with your shade.
